C |          　　就规划出台的背景，马敬极说：“建昌县坚持‘创新、协调、绿色、开放、共享’五大发展理念，坚持‘突出改革创新、突出党政统筹、突出融合共享、突出创建特色、突出绿色发展、突出示范导向’五大原则，以‘旅游治理规范化、旅游发展全域化、旅游供给品质化、旅游参与全民化、旅游效应最大化’为目标，以‘全景式打造、全季节体验、全社会参与、全产业发展、全方位服务、全区域管理’为战略路径，以文农旅融合为核心突破，以全景山地休闲与健康建昌生活为核心特色，创新全域旅游统筹体制，转变旅游发展方式，推动建昌旅游的产业化、特色化和品牌化发展，全力打造国内一流的全景山地休闲运动旅游目的地和国内知名的国家山地农业公园县。”          　　马敬极表示，《规划》主要包括规划总则、全域旅游发展战略和目标、全域旅游空间结构、全域旅游项目规划、全域产品体系规划、全域旅游产业体系规划、全域城镇旅游体系规划、全域公共服务体系规划、全域旅游营销体系规划、全域治理体系规划、全域资源保护规划、全域旅游实施保障、全域旅游工作计划十三章内容。         　　明确发展思路。“《规划》通过全空间布局、全链条完善、全产业带动、全行程服务、全行业监管、全社会参与打造建昌全域旅游。全域旅游发展定位与战略板块主要包含全域旅游发展定位、全域旅游发展战略两个方面的内容。”马敬极说。         　　完善总体布局。马敬极表示，全域旅游空间结构板块主要包含全域旅游空间结构、分区旅游发展规划、全域旅游项目体系三个方面的内容。规划构建“一心服务、一环串联、五区支撑”的全域旅游空间布局，形成全县统筹、重点突出、产业集聚、功能互补、差异发展的旅游大结构。全域旅游项目规划板块主要包含全域龙头项目规划、全域重点项目规划、全域支撑项目规划三个方面的内容。

D |          　　打造完整旅游产业链条。马敬极说：“全域旅游产品体系规划包含全域旅游产品谱系、四季旅游产品规划、夜间旅游产品规划、线路旅游产品规划。全域城镇旅游体系规划包含全域旅游城镇规划理念、全域旅游城镇发展模式、全域旅游城镇体系规划、全域旅游城镇体系发展导引、全域旅游乡村规划体系五个方面内容。全域治理体系规划通过创建全域旅游领导小组、构建全域旅游管理体制、筹建全域旅游发展主体、优化全域旅游市场环境、构建绿色旅游消费体系、建立全域共建共享机制六个方面，明确发展目标，完善管理体制机制，大力推进建昌县全域旅游发展。
